Senior Vice President, Defense, Intelligence, and Space Business Unit, CGI Federal

Heading CGI Federal’s Defense, Intelligence, and Space Business Unit, Horace Blackman leads a team of professionals who provide mission-critical support for the Air Force, Navy, Marine Corps, Army, Space Force and other defense agencies.

Blackman leverages his 20 years of federal organization experience to support agencies’ missions through business and IT solutions, now focused on fortifying the nation’s defense posture in evolving components for C5 ISR, combatant commands in logistics, force readiness, and data accessibility. He is an innovative leader in digital transformation initiatives, implementing system modernization and defense logistics capabilities that enable mission readiness and secure mission success.

“The federal government requires the deployment of resources and capabilities where they make the most difference,” Blackman said. “Our team creates agile and efficient processes that reduce the cost for support and IT components so that critical missions in the defense sector are executed successfully to protect the nation and citizens it serves.”

With emerging hybrid space architecture, Blackman’s team pioneers the new space domain in reconciling the demanding challenges of space traffic management: using blockchain technology to protect military and commercial systems from bad actors while maintaining accessible, interoperable and trackable information.
