With more than 20 years’ experience in contracts management and supply chain organization, Julia Donley leads strategy for Booz Allen’s subcontracting and procurement operations.
Over the past two years, Donley has led two major efforts as part of Booz Allen financial transformation: streamlining the firm’s global supply chain practice to consolidate all buying functions including indirect purchasing, direct purchasing and subcontracts; and implementing a single platform — iValua — to unify the firm’s legacy supply chain systems.
These efforts centralized everything from employee office supply purchases, to subcontracting for services, to procuring goods used in solution development for clients, and created a more streamlined, efficient and effective supply chain operation that aligns with Booz Allen’s growth goals.
“Julia’s leadership has been instrumental in transforming our supply chain strategy and operations for maximum business impact,” said Linda Asher, senior vice president and head of contracts, procurement and pricing at Booz Allen.

“Looking ahead to 2022, I’m excited about Booz Allen’s VoLT strategy, which is focused on building greater velocity, leadership and technology for the firm — and that includes our supply chain,” Donley said. “As the firm moves toward more solution-based offerings, we need speed, and that requires timely understanding of impacts on suppliers and what kind of suppliers we need across markets. Those are key to our market leadership skills, and the technology we’re implementing creates efficiencies that make more time for strategy.”
To improve supply chain speed, the firm is unifying third-party risk management with a cloud-based tool, Process Unity, that automates processes for supplier due diligence and enables continuous monitoring to help Booz Allen manage its supply chain effectively.
Going forward, Donley says she is also focused on deepening diversity and inclusion of the firm’s supplier base, including “diversity of suppliers, how we impact our communities, and how we communicate our expectations regarding supplier diversity, equity and inclusion.”
