Dr. Angela Billups is overseeing efforts to modernize and transform acquisition management within the Department of Veteran Affairs.
Under her leadership, and thanks to an enterprise assessment of the VA supply chain, the VA now, for the first time, has an enterprise wide understanding of the supply chain across the administrations and central offices. This will be the foundation for developing a comprehensive VA supply chain management strategy.
The VA is also focused on enterprise governance and integrating mission support business lines like acquisition, finance, technology and human capital. Under Billups’ leadership, the VA Acquisition Management Program has been implemented and includes an acquisition ecosystem with four pillars: workforce development; policy development and management; organizational structures and strategies; and business systems.
And finally, Billups oversaw the establishment of acquisition management as a strategic enabler and critical component for assuring VA can achieve mission success. The acquisition workforce is also now developed to provide quality acquisition services and support when completing various acquisition activities through the end-to-end acquisition lifecycle.
“Dr. Billups is known throughout the federal and industry acquisition environments as a thought leader driving change, harnessing technology, and (having) served as expert business advisor to federal and VA senior officials, while simultaneously inspiring others as a role model,” according to an excerpt from Billups’ FY2021 final performance.
“Her strong leadership; accountability; communication; and collaboration materially contributed to VA success responding to the COVID‐19, (and) she aptly anticipated the need for and implemented VA‐wide emergency acquisition flexibility updates, and provided advice at several VA enterprise strategy sessions, and continuously delivered outstanding results.”

Billups said that as the VA continues being modernized and transformed, the team will continue, “learning from the past and intentionally assessing where we have been, what worked, what did not work, and how we can collaborate across the enterprise for the future.”
Billups also serves as the senior procurement executive providing advice for senior officials at all federal levels and industry. The Office of Acquisition and Logistics staff is finalizing new performance initiatives that will drive the change required to ensure communication and change management, enterprise vision, departmental acquisition and logistics standards, performance metrics and feedback loops for continuous improvements.
Overall, Billups’ goal is to assure quality support and services for VA, veterans and their families while simultaneously being good stewards of tax dollars.
