    Julie Dunne to Lead GSA Federal Acquisition Service

    Julie Dunne has been named commissioner of the Federal Acquisition Service for the General Services Administration.

    Dunne came to GSA in May. She was previously staff director of the Government Operations Subcommittee of the House Oversight and Government Reform Committee and as senior counsel of the Senate Homeland Security and Governmental Affairs Committee. Earlier, she was a government contracts attorney in Washington, D.C.

    Dunne has also served as associate counsel for general law for the Department of Homeland Security and at the Commerce Department’s Bureau of Industry and Security.

    “Julie’s extensive background in federal acquisition policy and experience in the executive branch, private sector and Congress provides a valuable foundation for her leadership role at GSA,” said Emily Murphy, GSA administrator. “Julie’s addition to our leadership team demonstrates our commitment to remaining an agency that attracts the best talent in service to the nation. I am excited to work with her as she implements her vision for continuing GSA’s work to modernize and streamline government.”

    FAS works to enhance and simplify the acquisition process through Federal Marketplace Strategy and IT modernization. The organization is also working to consolidate the Multiple Award Schedules program and increase efficiencies and taxpayer savings.

    “I’m pleased to lead the FAS team as we continue to drive progress on a number of acquisition reform and IT modernization efforts – all with the goal of helping our customer agencies advance their missions and save taxpayer dollars,” Dunne said. “I’m fortunate to be in a position to implement some of the procurement policies I helped create on Capitol Hill. I’m committed to maintaining our positive momentum to ensure we have a modern procurement environment that is innovative and efficient.”

    Deputy Commissioner Tom Howder is also joining FAS. Howder has served as acting deputy commissioner since November 2018 and has been with GSA more than 30 years. He previously headed the agency’s Assisted Acquisition Services portfolio, overseeing the delivery of $9 billion in custom acquisition, project, and financial management services.
