    2019 Pinnacle Awards: Healthcare Government Executive of the Year Dr. Barclay P. Butler, DHA

    Dr. Barclay P. Butler, who was named WashingtonExec’s Pinnacle Award Healthcare Government Executive of the Year on Oct. 31, spent over 35 years working in military and civilian healthcare information technology.

    Dr. Barclay P. Butler, the Defense Health Agency’s assistant director for management, has been named WashingtonExec’s Pinnacle Award Healthcare Government Executive of the Year.

    In its second year, the annual Pinnacle Awards luncheon was held Oct. 31 at the Ritz Carlton Tysons Corner. The luncheon drew over 525 GovCon leaders and professionals, and showcased exemplary GovCon leadership in industry and government.

    His recent accomplishments include work with the Military Health System, which began in 2018 with the transition of military Medical Treatment Facilities to the Defense Health Agency as DHA started operating eight hospitals and their associated clinics in Virginia, North Carolina, South Carolina, Florida and Mississippi. The consolidation improves the medical readiness of combat forces, Barclay said.

    Barclay’s experience spans more than 35 years working in military and civilian healthcare information technology. His 10 years of private sector experience includes service in senior leadership roles at Harris Corp., Apptis, Information Management Corp. and Oracle Corp.

    In 2003, Barclay retired from the Army as a colonel after 20 years in the Army Medical Department that included service as chief information officer.

    Butler holds a doctorate in biomechanics and a master’s degree in both electrical sciences and bioengineering from the University of Michigan as well as a master’s degree in military arts and sciences from the Command and General Staff College. His bachelor’s degree in biology from Marquette University.
