Henry Chao, who led IT efforts for more than 20 years at the Centers for Medicare & Medicaid Services including as deputy chief information officer, has been named chief technology officer at FEI Systems.

As FEI’s CTO, Chao will lead enterprise architecture activities, guiding solution development for both federal CMS and state Medicaid initiatives.

In addition, the role includes coordinating product alignment with the company’s state and commercial health care business.

Chao comes to the company after a long career in the federal health care field, where he held leadership roles in planning and carrying out major legislative initiatives to transform the nation’s health care system. In particular, Chao established technical standards and reference architectures for the Medicare, Medicaid and Insurance Marketplace programs to promote greater efficiency and responsiveness to key health care business processes. He also wrote “Success or Failure? The Untold Story of HealthCare.gov,” a firsthand account of the launch of HealthCare.gov. and what it takes to implement change in the health care system.

“Mr. Chao brings to FEI Systems more than 20 years of experience formulating strategies, leading solution development, and delivering program capabilities for federal and state health care initiatives,” said Jiao Gu, CEO and president of FEI Systems.

In addition to his deputy CIO role at CMS, Chao also served as the deputy director and CTO in the agency’s Office of Information Services. Additionally,  he served as the CIO at the Office of Consumer Information and Insurance Oversight for the Office of the Secretary of Health and Human Services.
