Booz Allen Hamilton has appointed Bill Phelps as the executive vice president and leader of the firm’s U.S. commercial business, effective Sept. 6. Phelps brings to the position more than three decades of building technology services businesses, serving most recently as a managing director and global security services lead at Accenture.
Phelps will be responsible for expanding Booz Allen’s commercial business in support of the firm’s Vision 2020 strategy to achieve sustainable quality growth. The commercial strategy centers around providing integrated consulting and advanced technology solutions to clients including large commercial and investment banks, utilities, oil and gas companies, major retailers, auto manufacturers and large pharmaceutical manufacturers.
Phelps will lead professionals with skills in areas ranging from data analytics to cyber defense diagnostics and from mission assurance and risk management to technology, strategy transformation, and program management. This team worked with the world’s largest pharmaceutical company to deliver a next-generation technology platform to protect over $50 billion of revenue a year from cyber espionage, reputational damage, and intellectual capital theft – all through predictive security analytics.

Prior to Booz Allen, Phelps held a number of senior leadership roles at Accenture. His primary role from 2008 to 2016 was leading the Accenture Security Practice, first in North America and then globally. In the past year, Phelps was involved in three security-related acquisitions, leading the development of a new Cyber Fusion Center in Bangalore, India, and spearheading the creation of an Accenture Cyber R&D center in Israel.
