The American Council for Technology and Industry Advisory Council (ACT-IAC) has awarded Mark Forman, Co-founder and President of Government Transaction Services, the prestigious Janice K. Mendenhall Spirit of Leadership Award for his significant contributions to the federal information technology community.

“In an organization fueled by volunteers, these individuals embody the outstanding levels of commitment that have driven this organization for so long,” said ACT-IAC Executive Director Kenneth Allen. “They have gone beyond their required participation to become the voices of collaboration and action that make the ACT-IAC community successful in helping to improve government.”

Forman was among 11 individuals recognized for their demonstrated leadership and commitment to public service at the ACT-IAC 2013 Executive Leadership Conference (ELC).

As staffer for the U.S. Senate, Forman played a key role in the development of the Clinger-Cohen and Paperwork Reduction Acts. As the first Administrator for the Office of E-Government and Information Technology (Federal CIO), in the Office of Management and Budget (OMB), Forman was responsible for spearheading the President’s IT policies. A number of his initiatives established the framework for current government undertakings, such as the Shared Services and Digital Government strategies.

Established in 2001, the Janice K. Mendenhall Spirit of Leadership Award commemorates the life of long-time civil servant Janice Mendenhall, an exceptional leader who was known for her dedication to mentoring others and strengthening government and industry relations. The award is the highest tribute bestowed upon an ACT-IAC member.
