XLA has appointed three new senior executives to its management team: Douglas K. Kollme as Chief Financial Officer (CFO), Joseph B. Dawson as Executive Vice President (EVP) of Business Development, and Deborah M. Cegielski as Vice President of Human Capital.

Kollme, 45, was most recently CFO for Interactive Technology Solutions, a government services company based in Washington, D.C. Prior to that, he ran the M&A program for CoreNet Services, a telecom infrastructure company, and worked in commercial banking and investment banking roles.
He has 20 years of experience in commercial banking, investment banking, and mergers & acquisitions, and holds a Masters in Business Administration from the Fuqua School of Business at Duke University, and a BS in Business Administration from Wake Forest University.
Dawson, 56, was most recently on the executive staff of GTSI, a leading IT reseller to government agencies, leading the Professional Services, Business Development, and Proposal & Capture Management organizations. Prior to that, he was Executive Vice President of Sales for Robbins-Gioia, a management consultancy serving federal government agencies in the delivery of program and performance management.
Dawson has more than 25 years of experience in building and leading sales, marketing, and operations of IT and Professional Services to public and private markets. He has served as an infantry officer in the United States Marine Corps and holds a Bachelors degree from Boston College, and is a graduate of The Executive Program of the University of Virginia’s Darden Graduate School of Business.
Cegielski, 42, comes to XLA with a broad range of Human Capital experience spanning the last 15 years. Prior to joining XLA, she was the Director of Human Resources at the MPRI division of L3 Communications, and has also been Vice President of Human Resources and Facilities at AMETEK, Inc., and Director of Human Resources for VF Corporation.
She holds a Masters in Business Administration from Northeastern University and a Master in Human Relations from The University of Oklahoma.
