Parsons announced it has appointed Biff Lyons as Senior Vice President and Manager of the National Security & Defense Division for its Government Services group.

Parsons, one of the largest providers of management, engineering, environmental, and planning services to government agencies, will see Lyons lead work in the warfighter support, intelligence, and defense and security markets.

“Biff is a strong business leader and is well-suited to lead our National Security & Defense Division,” said Mary Ann Hopkins, who was promoted to the position of Parsons Group President, effective October 15, 2012. “He brings significant industry knowledge and expertise to this important leadership role.”

Lyons joined Parsons in November 2011 with its acquisition of SPARTA, Inc., a leading provider of systems engineering, cybersecurity, and mission support services. Most recently, he was Vice President and Manager of the Defense & Security Sector.

Over his thirteen years at SPARTA, Lyons held a variety of technical and leadership positions, including Vice President and Operations Manager (Advanced Systems Technology Operation) and President, General Manager (Defense Business Unit).

Based in Centerville, VA, Lyons holds a bachelor’s degree in physics from the College of William & Mary and a doctorate degree in physics from the University of Virginia.
