The WashingtonExec Small Business Acquisition Reform Commission (SBARC) commends the House of Representatives for its passage of the National Defense Authorization Act (H.R. 4310), which includes a provision for the the Department of Defense “advanced” small business pilot program.
Sponsored by Congressman Howard “Buck” McKeon (R-CA), the program supports the growth and development of “advanced” small businesses (businesses that may not fall under the current U.S. SBA small business size standards). The House bill passed 299-120 in May and has not yet been put to a vote in the Senate.
SBARC was formed after a breakfast roundtable with then Federal CIO Vivek Kundra. An event scheduled around the subject of cloud computing in Federal IT, the roundtable discussion quickly turned to the challenges of Federal acquisition and procurement practices involving small business contractors. After the breakfast, WashingtonExec Federal Business Council members Greg Baroni, CEO of Attain, LLC and Shiv Krishnan, CEO of INDUS Corp. formed SBARC.
